These certifications are not government issued, there is no real bureaucracy or corruption, they come from independent training organizations like PADI and their counterparts, and their standards are universally agreed upon by professionals in the field and backed by decades of sound science. We are the diving capital of the Continental US if not the world, yet you absolutely will not find a single dive shop anywhere in the state that is willing to sell or rent you diving equipment like tanks or regulators without an industry recognized diving certification.

They also have a responsibility to their customers in the way every retailer does, and maybe not living up to that responsibility is hurting the gun industry and our rights. Even if some ranges won't rent firearms to single customers who don't bring their own, – which I think is probably smart – most gun shops will literally sell anything to anyone who's willing to pay for it and can pass a background check, and they have every right to do so. I'm not suggesting there should be any new laws, but maybe gun shops themselves should use more discretion for the sake of their businesses. Suicides make up the largest percentage of gun deaths in the US by a country mile, it's not even close.
